Hilary As First Lady

The New York Times notices that Hilary was not always a brilliant first lady. Her political clumsiness led to the Clinton healthcare debacle. Although there is still a lot of praise for her in the article, it's clear she didn't know how to deal with congress and get a complicated piece of legislature passed. Is there anything in her time as a senator or secretary of state that inspires confidence that she can do better.
